The Town of Hornellsville is governed by the provisions of the Town Law.

The Town Supervisor is the Chief Financial Officer (CFO), and is elected for a term of four years. He/She is also a member of the Town Board. In addition to the Supervisor, there are four members of the Town Board designated as Councilpersons. Each Councilperson is elected to a four-year term, which is staggered. Two councilpersons are elected every two years. Town Board members are elected at large and there is no limitation on the number of terms each may serve.

The Highway Superintendent is elected to a term of four years. The Town Board appoints its Assessor, who serves a six-year term. The Town Board also appoints the Codes Officer, Health Officer, Town Attorney, as well as, a Zoning Board, Planning Board and Board of Assessment Review. The Town Clerk, is elected to a four-year term and also performs the duties of the Tax Collector.

The Town Court has two (2) Justices that are each elected to a term of four years. The Justice Department appoints their own Clerk who shall be subject to removal by the Court.
